Introduction
Kurt Gramlich opens the session, and participants present themselves.
Georges Khaznadar repeats the main features of the project:
The project FREE has to fit into the framework defined by the Socrates agencies,
in their program Minerva see their document about
Education and Training.

The general calls for projects beginning in 2005 are not yet published, so the following assertions hold only for past projects. But if the main direction is kept constant, then:
- technically, a partner must bear a legal existence (institution, society), and have an accountancy
- a partner must have a local finance source; european funding comes as a complement, so if two euros are spent for the project, one euro will be given back by Socrates some times later.
- We must send a project in a very detailed form. To begin with it, we will have to send forms to each national Socrates agency to ask for a Preparatory Visit (deadline probably 1st November 2004), summartizing the project. We must be prepared to ask the question "Why is your project original ?" and at least comply with the guidelines and the definition of the program Minerva (projects about Education and Training).
We made a rapid outlook around the table, and it appears that every structure represented can be a partner, excepted Skolelinux.de and Ofset. However a structure accepted as a partner of a Minerva Project can sign a convention with another partner for a precise work.
Georges Khaznadar precised the two sides of the project:
- The server side: creating condition for an optimal compatibility between servers for educational institutions based on free software
- The educative side : creating conditions to help the countless authors which provide educational resources inline with the will to make them sharable, to be able to do this completely. This means giving legal informations and tools, informations about open data formats and tools to access them.
Then we tried to define in a few words the main contribution which can be expected from each structure, and to give the place of this contribution on a line begining from 1 (server side) and ending in 2 (educative contents side)

Alexandra Tödt has asked about possible finances coming from other partners of the FREE project, as the University of Köln has not presently assigned any money to such a project. The fact is that every partner is now at the very begin of the project, and that seeking for local finance sources is the first work we may do.
The most useful thing that can be done now is to share information, so institutions which can fund locally our projects can see which the european partners are likely to be, what they have already done and created, and what they will probably be able to do if they are given some funding. Then each partner has to contact possible sponsors and explain the possibilities opened by the project FREE.
The first important deadline will be 1st November 2004, when partners have to send a filled form asking their Socrates national agency to let them participate to an official Preparatory Visit. Agreements between partners and sponsors must be set up before February 2005, which will probably be the month of the preparatory visit, where we have to prepare a complete document including the schedule and the budget of the project.
